    That's what I'm seeing: a shoehorn/boot horn for when your valet is not near to hand.

    Welcome to the forum!

    I've rotated one of your photos to try and read what's stamped into the 'horn' part, if it is a shoe horn. Since you have it in your hands, maybe you can decipher a little better:

    A page splitter would be used cut open the folded edges of the pages of a book and would be more like a letter opener, with perhaps a pointed tip and sharper edge. A shoe horn would usually be cupped to accommodate the heel.
    So I think this may be a page turner, used to slip between the pages and gently turn them (as opposed to using your greasy fingers). The leather strap and ring may indicate that it was meant to be hung on a lectern for easy access, or even chained to a reading desk as some valuable books used to be.
    As sabre noted, there is something stamped in the metal just in front of the animal's head. Can you read this, or post a clear closeup?

    If that blade is concave then I'm going with shoehorn.
    I have one at the side of my chair that has a back scratcher on the other end and a strap for hanging.

    Just a question, is it concave on the side of the head? In that case I would say shoehorn or boothorn. If it is flat, a page turner.
