can some one cipher this side?

hi. I am a goldsmith in Japan.
Found this at a flea market in Florence.
Seems to be a very old silk line engraver for jewelry making.
Anybody have idea which brand or what background this tool has?
The other side has a "24Ⅸ" engraved.
