Featured Bisque Figural Toothick Holder Help Please

I am hoping someone can point me in the right direction for this toothpick holder. It was part of a large lot of toothpick holders I bought. The owner had no thoughts on what it might be, it wasn't his collection, he inherited it.

It measures 4-1/4" tall, 2-14" wide and 1-3/4 wide on the foot. There is a mark on the inside of the foot in case anyone recognizes it.

You will see on one side the bottom of his coat there looks like a crack. It looks to me like a manufacturing flaw because it's filled with glaze.

When I did Google image search it came back with somewhat similar items that are Staffordshire pieces. This guy is out of my wheel house so any help would be greatly appreciated

 

Could it be a match holder and the basket weave be the striker?

I was wondering why the back of his hat is not painted. It would make sense for a spill vase
