Here are 2x2 the same tiles

The tiles numbered 1 and 4 are missing. Did they use those to create 4 of the jokers?! (and 4 blank spare tiles to create the other 4?)

So 1 and 4 are missing but there is one set of duplicates of 2 and 3?

It seems like the stickers on the Jokers have wear as if someone was playing with the set. Could this set be played with as is?

 

No idea what's going on with these tiles. It might have some logic with the American rules... (this is me pretending to know anything about any Mahjong rules... )
But, let's wait for the actual expert @Shangas to tell us more

A traditional mahjong set, with no additional wotsits tacked onto it, is 144 pieces.

A 152pc set would be American.

The birds go with the bamboos, yes.

A traditional set has eight "flowers", strictly speaking, four flowers, four seasons.

 

The 2s of Lucille's set seem to have red numbers, while the 3s seem to be green(?), but the 4 flowers/seasons that belong together, always have the same color number, right? Which would mean that 2x 1, 3 and 4 of the "red seasons" and 2x 1,2 and 4 of the "green seasons" are missing. Or is it also common to have a set of flowers/seasons with different colors?

 

Yes curious specifically what is missing if anything.

This set was from an estate last weekend where the former owner's name was on a (new-ish) instruction card so it seems like they were playing with it like this. But doesn't mean that something isn't missing, or maybe they had their own rules with a set that wasn't quite right. There are 152 tiles so that part is good.
