What is this?

I have no idea what to think about this piece.

 

Looks a bit like an Aide Memoire but unusually there’s no place for a pencil.

I’ve usually seen them with a place for a pencil as it wouldn’t be much use if you didn’t have a pencil on you.

 

It may have had a pencil attached by a chain on the top ring but most had a place where the pencil slotted in.

 

Maybe it had a pencil on a chain, attached to the ring.

in all my years collecting I’ve never come across one. The picture inside threw me off

I saw that but wasn’t sure it was the same thing. 6k, in their dreams. Lol.

 

Dumb question but can it be refilled? It’s so big in my opinion to hang on a chatelaine.
Almost 3” x 2”. I got a sterling, antique pencil in the lot but they don’t go together
