It's Duchin Creations. Nothing special or unusual there. And I have found the lid and base separately but not together. Not a big deal.

But the holes in the lid are so tiny there's no way salt or pepper will pass through. In fact, I couldn't see the holes until after I bought it. I thought it was a perfume bottle.

    What is it?

Ground white pepper might go through the holes, its really fine and dusty.

I don't think people use white pepper much anymore, but it might be used as a powdered sugar shaker?

Is the lid silver ?, if it is that would dispel salt as silver reacts with sodium

Might be a Vinaigrette for smelling salts.

The lid is not marked. But it's got to be silver or at least plated from the look of it.

And another listing calls it a powdered sugar shaker.

I first thought of a pounce pot... but they were pretty much obsolete by Victorian times. Google says Duchin Creations was active from the 1940s-70s.
An envelope/stamp moistener is an interesting idea.

I've even checked Replacements.com. They have lots of shakers by Duchin but nothing that isn't salt or pepper. And they don't have pictures for a lot of the pieces.
