Made me think of Anri / Black Forest type of carvings.
However, I doubt they would have done

They can't say for sure what the material is?

That's how I read it anyway.

However, I wouldn't say it was any form of plastic in any case.

Of all my antique dollhouse dolls I don't have ANY that have a flat neck bottom like that, mine ALL have bisque or china heads that are hollow .. that includes the shoulder area as well, the hollow shoulders fit over the body and are then attached to the body chest by sewing it firmly or gluing it. I really don't believe this is a doll item at all but maybe is part of a figurine or other ornament. That being said he has a lovely handsome face and is VERY well made :) ... Joy.

Joy.....that is a very good point about the construction. I never even gave that a thought.

I think the Kaiser doll/figure could be some kind of composition.....paint loss is very common with any material.

True. Nowhere near Wilhelm II. Not in appearance, and the wrong uniform. Although Wilhelm loved uniforms made to his taste, he had quite a collection. Besides, he had only one short arm, not two. Beautifully made face though.

It looks like Maréchal Pétain to me, the 'Marshall of France'. @kyratango will know.:)

That seems to have depended on his mood or the period, or both:
