Featured Small hooped glass vase, looks Scandinavian

This vase is about 8 inches tall, kind of delicate looking, not signed. Hard to get the color right in my photos, but it is that ice blue color I associate with Scandinavian glass like Stromberg.
I have searched many vases using the terms hooped and gurgle. I found 1 example in an amber color that was identified as Riihimaki Finland, Riihimaen Tamara Aladin. The listing did not indicate how they know that is the maker, and I could not find another example searching that maker.
Any thoughts as to maker much appreciated.
