I was wondering whether this would be considered a note case, from when bank notes were various sizes, some quite large by today's standards.

Probably normal animal leather, leather workers are very skilled in producing reptile looking leathers by embossing and heating processes, have been for centuries. There is a large leather museum locally with craftsman leather workers demonstrating, among other things, how to produce reptile looking leather from plain calf or pig.
At the time and probably nowadays the appearance was more important than the reality.
