Can anyone decipher whose work this is? Ann Zakarian? Armenian?

Or is this work done by the person who signed it? B. Something?

I don't know who, but it is beautiful.

 

As far as i am able to decipher russian language, someone mentions here about Leningrad ( nowadays Petersburg town). But it is just hard to me decipher all handwritten cyrillic here.

Zakavian (Although most likely Zakaryan? The artist simply wrote the latin letter R, almost like V) is an Armenian surname. Judging by the name, this is most likely a woman.
And the artist wrote a gift inscription to her. But so far I could not read his name.
