Featured Antique/Vintage Silver or Plated Tall like Vase with 3 cups On Hooks

I'm not sure what this item is,I don't see any marks or names.Look like a tall vase that has 3 hooks that hold 3 cups.Any idea what this item ie or who the maker is.

If you intend to sell it and cant find the top bowl, you could calll it a centerpiece. I've seen similar pieces in glass and you put flowers in the vase and candies, mints, or nuts in the little bowls and place it on the table. It would be very pretty. If I were the buyer, I would want it polished up to be sure there's no damage.

 

I really want to clean it up,but I tried cleaning an item once and buyer asked never to clean an older item unless buyers request it,but thanks
