What size is the stone,is it faceted or a cabochon? The stone is probably inexpensive,but replacing the "prongs" is questionable for price.
Red rouge would polish the metal,but it won't do anything to the garnet.The garnet would need to be sanded smooth with silicon carbide sanding...
