Hmm, this is an evil dragon and I don't see many Chinese dragons' face like this.
I guess it is for use locally because of the size and weight. It is 9 x 9 x 8 inch in dimension and weigh over 1300 grams.
This piece is hollow and pretty light based on size. I think the surface of it is repousse, however, the back of it is engraved.

It is pure silver, however the tea pot was made by a piece of silver flake, the Japanese people hammered the flake and made it into a tea pot...
So it is a sugar bowl for sure. :)
Found this Chinese RuYi in Japan, I guess it should be old(dent and scratch throughout), even though it didn't bear any mark on it. [ATTACH]...
