Why would it not be Officers housing? I lived in the Canal Zone for 2 Yrs. and a lot of the Officers housing look similar to that house.
If it was framed in the Philippines, it was taken there. Could be from the old Clark AFB.
It could have been made in a Glass Class @ Kent State.
There is a lot of imported glass from Turkey and this could be one of them. It's a newer imported bowl.
If you have a magnet, touch the piece. If it sticks, it's not brass. Non-ferrous metals will not take a magnet. Gold-Silver-brass-copper etc.

I think that it may be Fostoria Glass. Just my guess. Probably Elegant Depression glass.
