Is real, looks like someone applied some paint. Will likely come off with alcohol.
I would say lead crystal footed platter/cake plate - lead crystal does tend to be thick and heavy (in my limited knowledge of the subject)
Give it a careful cleaning and it will look a lot brighter and nicer! Let me know if you need more info on cleaning.

It's real. That marking was used from 1927 to the 1930's. Looks like it got a good cleaning lately.
Why do you want to change the marble is it cracked or stained?
