Looks like a (modern) helmet of a Gladiator, with Hercules fighting Cerberus and the Nemea lion maybe?

It is actually Russian but that is all I can say. Many of these lacquer items were made in Palech and other villages in the Soviet era and later.
Ah, now I see, the right column reads "鈞窯", Jun kiln. So some modern Chinese kiln producing Jun ware.
I can only decipher two of the letters of the mark, the lower one on the right column, 正, and the lower one in the left column, 窯. The last one...
It is not Qianlong, the mark is stamped which never was the case in 18th. c. It is a nice Republic period vase IMO.
I think it is ok for Guangxu period.
I would also go with Asia, China most likely. Not a 3rd Reich relic fortunately.

It could be a water pipe, likely from Vietnam.
I agree with Bakersgma that it is transfer printed. Decoration and shape make it Japanese and early 20thc IMO.
