indeed, it does have some reminiscent qualities of the manticore, lion, horns, wings. Could just be someones imagined creature too.
it looks to be a manticore of some sort face and head is somewhat feline if i had to guess. buffalo face is way skinnier and squared.

that part is roughly 5.5 inches across. could be a bird pech definitely. after repositioning it a few times and trying to see what configuration...
