Took a closer look at the inside of the mortar. The bottom is not flat, it's concave. The pestle is flat on both ends and does have a sloppy fit...

The folded measure is simply called a rule, and they make inside read and outside read rules. Has to do with what side of the rule the numbers...

I believe the "balls" on the lightening rods were for decoration only as the one piece rod goes through them, the rods aren't 2 pieces. so...
Definitely metal caps on some, I guess they act as a bushing. But I've seen them, and not just these, just about as far back as I can remember....
