Depends on condition, design, and number of available pieces. Search eBay sold listings for Fred Press and do comparisons there for value.
Fred Press was a designer of glassware circa mid century. They are desirable to those who love mid century style.
Mouth maybe too large and no where to hold it if it is a decanter? I vote for vase.
I know Seneca has a similar cut stem which is why I mentioned them. I think some of their patterns also has similar grey cuts like on the bowl.
You might try Seneca and other WV glass co's also.
He did a lot of scenes of life in Paris, should be able to find a good bit on him on the net.

Buttons come in many shapes and sizes. And I would bet they are buttons, the rims were crimped under so as not to snag on the fabric.
