I would date this to mid to late 19th c. Typical Staffordshire utilitarian ware. Doubt you will find maker.
Try holding the plate to a bright light and reading the mark as it shines through. This has worked for me.
I find that German potters did not always use continental sevens. Just checked out a lot of Schiller pieces and they have this seven.
