They're not exactly common machines. But they are cute :)
It's definitely a chandelier. Probably gilt brass or bronze. But that's just a guess.
I just love it. It's so cute. I have four or five other beakers similar to this which I'm selling off as recompense for the expenditure on this one :P

Without seeing them, it's impossible to say what they're worth.
It's my experience that Dutch silverware is usually pretty extensively marked. I'd be VERY surprised if that was the only mark on it.
