Hi Rebecca, it is not too old for a hallmark, pieces a lot older are hallmarked. All I can say is the maker didn't bother for whatever reason....
I wana see some of the designs inside the book, I love books like this, I have a great one on Art Nouveau designs :)

Just in case you didn't know, champleve (notice spelling) is a type of enameling. It refers to how the enameling is done.
