I don't think pot metal because it is fairly soft and wouldn't work for filigree. I have had filigree done in both silver and alpaca.

It could be silver, it could be costume metal. You will have to have it tested to be sure.

The bottom being unglazed is more common, but the inside is a problem. I think it should only be used with dried or silk flowers, JMHO.
