I've seen this done with garnets, made in India. I think those dated from the 80s and 90s. No idea about a metal one.

I have one of those in a stickpin. I think the OP's ring is glass. Glass catseyes come in all colors.
As others said, pure costume. Classic stick pin, oddly enough, since the design looks early 60s but stickpins didn't come back until the late 70s.
It's either that or mango sticky rice, but I can find the ice cream easier.
