JMHO, I would not call it Art Deco. Those flowers and the border around the square pendant are much more traditional, more Victorian inspired.

Not foam, watercolor paper. Some of the watercolor papers can be quite heavy, something this size would need to be on the thicker paper. DH paints...

No problem for me, I keep a polishing cloth with me at shows and my down time is put to good use ;)

It is a very plain plate with a cut design, not a lot to go on. Many glass companies did their own cut designs plus so many design companies did...
