Paint stripper will be the fastest way. Lacquer thinner should do the job but only takes a bit off at a time. Gives you more control and less mess.
Think the black "stain" is old discolored varnish. Sanding will remove it but I don't recommend sanding antiques unless absolutely necessary....
Here in the US, would expect a couple hundred or so at a good auction. Maybe double that at retail in the right location.
