Not sure. Various bovine species would be my guess, but maybe it's not thick enough for a heavy, slow animal...
Hey sure-- I agree that it could be from Oaxaca, which does produce small animals like this, but the incised designs don't look quite right to me...

I'm finding some Pre-Columbian pieces called "duck effigy" forms, so maybe that's the inspiration.
