Think this is a 70s reproduction of an antique frame with a print inside. I don't see true Victorian age.
My thought would be Scandinavian as well. Have handles a lot of Scandinavian immigrant trunks with similar hinges.

Agree, Chinese 20th century. Dimensions? Looks taller than traditional Chinese so likely made for the Western market.

Likely a souvenir of the Veiled Prophets Ball or Carnival of 1909. Looks to be tarnished silverplate to me. VP souvenir pieces sell pretty well.
