It is modernist. I find a Maxine Marshall doing modernist cityscapes but don't think it is her. This is just as likely a factory painting.
Definitely has some age to it. Determining whether 18th or 19th century is beyond the scope of these pictures.

I also like this one. Scandinavian art is undervalued here in the US. Have gotten some very good buys as a result.
Woodblock prints are not etchings. Woodblocks don't generally leave plate impressions.
