I have some rice pattern bits from the 70s. I use them. Yours have painted decorations added so they're at least a bit more upscale.
Stab-resistant works. Instead of panning for gold you're digging for copper.
The frame back is standard for some old Italian brass ones. With a few minor changes they still did them that way in the 80s. Maybe even later.
