It does have a late classical/pillar and scroll (often misnamed empire) look to it. I can't tell if it is a revival piece or mid 19th century....
Looks a bit like Catawba. Usually, they are finished better than this but might be worth a look.
Don't think there is any harm in painting this. Could be antique or nearly so but not a high dollar item.
