From the title I was expecting a writing implement. These are often called trombone clasps.
From what I can see of it, the stone looks like carnelian. Same mineral as agate, just a solid color.
Other than the V, the letters look Greek: epsilon; phi; delta.
No way did I need it, but couldn't resist.
It's the way it's supposed to look. Some lapis has those silvery grey inclusions in it.
