Are you sure you're not seeing a high fidelity image of brushstrokes? What do your fingertips tell you?

They behave like color change sapphires, aka simulated alexandrite. And if that is what they are, it is a virtual certainty that they were lab grown.
Maybe the pen belonged to the owner of the book?

I think the notes 'quite lovely', 'lovely' & 'bravo' were, as you suspect, written by an owner of the book, not by the duke or duchess.
Think you need to take into consideration that the other mark on the ring may be in Hebrew.
Looks like little glass balls heated enough to fuse to one another, applied in a lump & then spread out a little. Have never seen this technique...

Which is why I surmise the stone was exported to Poland. You find jewellery with lab grown corundums from Soviet client states in that period.
