I have no clue. I'm not a porcelain expert or even close, but the diamond mark is pretty well known and was in use from the mid-1850s until 1883.
It's also a karat gold setting; Trifari made a little sterling at one point, but was otherwise a costume jewelry manufacturer.
My guess would be the blank was made in France, and then shipped to the USA undecorated. The rest was done here.

The face and the gold paint on the base almost look Asian, but the way it was cast is European.
