I'd say newish too. Victorians knew how to cast brass and wouldn't have let substandard items out of the factory.

The tester sounds off to me too, because while some Jerusalem crosses are set with glass, it's generally a substiture for blue zircon or amethyst.
I took a look at the auction, and I think the auction house was a tad low on its estimate.
Sure looks like one, but they have waterlily leaves under it. I think someone drew what the knew how to draw, whether it was the right thing or not.
I see a water lily and a koi fish, if that's any help.
