You can (carefully) wash negatives in clean water, then hang to dry - lots of tutorials online (for those of us who like to develop our own film)....

The baby photo is precious!!! As someone else pointed out, not everyone could afford to update their wardrobe, or they just stuck to older...
I would also have said 1900s. I have a photo of my grandfather wearing a similar outfit to the younger boy, and it was taken 1906 :).
