If you mean the leaf shapes either side of the cartouche, they’re ginkgo biloba leaves. The other flower is one of the campanula family.
It’s absolutely British, I see these a great deal. Legal to sell here as they’re older than 1947. Lovely thing. I think the velvet is new.

The front looks older than the back. If I hadn’t seen the reverse, I’d have said thirties Czech, but the backside is sixties ish.

I strongly suspect it’s a good pforzheim maker. Those complex really well constructed pieces often are.
