    I think your guy is "mark moore" if you go on Google images and type in "mark moore paintings" you should find him. He did a lot of fantasy paintings.

    "GERMANY" STAMPED PORCELAIN PLANT HOLDER(?) - BEAR CHASING INDIAN

    It appears to be ceramic than porcelain. Maybe somebody painted it in a ceramics class or did ceramics in their free time? My best guess.

    Painting is probably done from the 80s. It's not old. You can tell be the bright white canvas that's on the bottom and it stappled not nailed.
