It's a really well made base with those proper hinges. Often, these bases are just a sort of folding bamboo or wood stick affair using pins....
Restored, I'd guess £150 to maybe £200. A thought. Could you make a project of it and have a go yourself?
We do call them tureens if they're serving dishes, too. A soup tureen would have a slit and ladle. A vegetable tureen would just be lidded....
Goes with the whole female elegance thing: there's not a woman alive who doesn't suit a sari or salwar kameez.
