They probably are, but may have been heat treated. That can change the result. They look like modern Polish pendants.

It's embellished transfer, rather than all hand gilded. The numbers are indeed to match stoppers and base. I'd agree it's later.
Vinegar ought not to impact silver or gold at all, but if you're worried, don't soak it, just use a bit of white vinegar on a cotton bud.
