If that is an anchor to the right of the CCM, although it's not clear, then Birmingham. Very new. The value will be in its weight.
It's recent. The lobster claw clasp is generally after 1990 or so. You have what is called a common control mark hallmark, and those post date...
I did that with my Pa's clock. Had it restored by someone who was seriously good. And seriously expensive. Worth it.
That crack looks organic to me, not the way celluloid shears. The darkening isn't right for celluloid either.

I do associate that amount of gilding with lesser age. It's very nicely done. 20s would make sense.
They may be bovine, rather than elephant, although the older ones are usually elephant. I've seen a fair few of these carved ones.
I think I've seen these with made in Taiwan stickers. They're very well done, 80s ish.
