Damascene is gold and silver inlaid and hammered into blackened steel, as aj says. Toledo Ware looks like it but is pressed and stamped brass....

Those rings of brilliants were a big thing in the 80s. I suspect the green is jade, with cultured pearls, probably from Hong Kong.
I'd still say glass. The chip is exposing one of the spatter colours, an opaque white. This is spatter glass cased with a blue overlay.

I did that not long ago, Looked at what I thought were glass beads on a goldtone chain. Realised they were citrine on a marked 14 ct gold one!
It may be silver, the setting is well done. I'd suspect the clear ones are CZ, yellow one might possibly be a citrine type thingie.
It may be lower grade throughout. Nice thing.
