There's lots of copies, almost al made in Valencia. I bet yours is one of the ones so by M&S: they had little foil labels. Felt was added on.
I have a fair few of these, same shape, mostly sans decoration. I'd agree this one looks Austrian/German, but they were also made here.
Agree, porcelain. Look at the base. I suspect English, 1870/80 or so. Might be someone like Brownfield.
