The stamp is very clear, which is normally a good sign. I'd not be worried about the pouch being made elsewhere.

It could easily be post war. Whilst some stuff was marked West or Western Germany, not all of it was.
I think it might be 1830s ish English. I also think it's worth having some work done. The structure looks ok, it's a finishing job.
That colour screams 70s, too. And the brass barrel clasp is typical of HK pieces.
