Not amber. That's a pin point. If they were amber, you'd see a very diffuse veiing effect without that central bright spot, if that makes sense....
No cleaning, other than what I said. Might be French. Middling quality. Stick £50 on it in a cabinet and see what happens.

Leave it alone. Wipe it with a soft old cloth, and if you must, a gentle rub with a Sunshine Cloth.
Get a UV Light on them. Blue veil is amber. Those don't look right, imo.
Whatever it is, I've got a jardiniere with the same mark.

We spell it carat. ;) 14 carat is marked 14 ct or 585. We don't usually abbreviate to just a C, though.

I'd love to see the base of that thing. It's far too heavy and badly transfer printed for "Royal Doulton" of the period.
