I suspect 1970s/80s Japanese spongeware. Might be one of those things meant to hold a brillo pad in a kitchen.
When modern detergents started to be used. 1930s ish on a lot of china and pottery. The bit about dishwasher proof didn't come till well into the 70s.
1920s at the very earliest. Those oak and silver plate things are typical of the period, but got made right up to the 60s.
