I think it may be French. Intricate, but not as florid and fussy as some Italian stuff. The motifs aren't British, but I can't be specific why not. ;)
The quality of the carving is fabulous. I've a rather nice one in a base metal frame or low grade silver frame - the cameo was the importance.

That diamond cut isn't late 19th or early 20th. I've seen clasp style that on Indian, and from memory, Middle Eastern earrings.
