This purports to be Napoleon III's Sèvres table setting. You can compare for quality....
I'd start with the local historical society. What was the name of the family? And other Civil War period notations or photographs in the Bible?...

I suggest you contact this academic. He mentions in this article that he holds the artist's oeuvre so he'd likely to be interested in seeing...
I think the most interesting thing about the work is the perspective and the fact that it's in an unusual medium for the artist, a printmaker....
