Great pot -- love the etched gilt cameo, but the soft glazes are beautiful. I would say 19teens to 20s. The dragon one is akin to Wedgwood...

The mark, when rotated 90 degrees counterclockwise and read vertically, looks like 織田 製, meaning "made by Oda". "Oda" is a Japanese family name....
