It is not sterling,it is iron.The whole piece needs to be 925,the amount of sterling on the piece may be 100.
Looks like it was made by a blade smith and didn't know marking with a sterling stamp was illegal.

Looks like someone made a mold of an originally hand engraved piece and then a copy of the original piece.
The main ovals might have been Tufa Stone Cast,with soldered links.
Are there little "bubbles" in the engraved lines? The photos make it a little hard to see how it was made.
